What does "contains a bioengineered food ingredient" mean?
"Bioengineered" is the USDA term for food containing detectable modified genetic material, mandatory on US labels since January 2022. It replaced "GMO". The disclosure has wide exemptions covering refined sugars and oils, meat and eggs from GMO-fed animals, small manufacturers and restaurants, so a great deal of GMO-derived food carries no disclosure.
The definition
Under the US National Bioengineered Food Disclosure Standard, a bioengineered food contains genetic material modified through certain in-vitro techniques, where that modified DNA is detectable in the final product.
The word "detectable" is doing almost all the work in that sentence, and it is the reason the label means less than it appears to.
Why "bioengineered" and not "GMO"
The USDA's stated reason was technical precision, on the grounds that "GMO" is imprecise, since selective breeding also modifies genomes.
The practical effect was to replace a term with three decades of consumer recognition with one that has none. Critics argued this was the point. Supporters argued the previous term carried unearned negative baggage. Both readings are defensible, and you can decide for yourself which was the driver.
The four ways it can be disclosed

Options three and four attract most of the criticism, because they require a smartphone, a data connection and the willingness to act on it in a shop. Information behind a QR code is technically disclosed and practically invisible.
The exemptions: the important part
This is what most coverage skips, and it changes what the label tells you.
Highly refined ingredients where no modified DNA remains detectable. This covers refined beet sugar, most vegetable and canola oils, corn syrup and other refined derivatives, which are among the highest-volume GMO-derived ingredients in the entire US food supply. They come from bioengineered crops and require no disclosure.
Meat, poultry and eggs are largely exempt, including from animals raised entirely on bioengineered feed.
Small manufacturers below a revenue threshold.
Restaurant and food-service food.
Together: no disclosure does not mean no GMOs. If that is what you are trying to determine, the disclosure standard is not the tool. Non-GMO Project Verified and USDA Organic are, because both address sourcing rather than DNA detectability. Organic certification prohibits bioengineered ingredients outright.

Europe is the opposite
The EU requires labelling of GMO content above 0.9% regardless of DNA detectability, and approves very few GM crops for cultivation. The result is that GM labelling is rare on EU shelves. That is not because it is hidden, but because the products largely are not sold there. Animal feed is the notable exception, and feed-derived products do not require labelling.
Is bioengineered food safe?
The major scientific bodies, among them the WHO, the US National Academies of Sciences and the European Commission's own research reviews, have concluded that approved GM foods on the market are as safe as their conventional counterparts.
The substantive debates that remain are largely not about human toxicity. They concern herbicide-use patterns, biodiversity, seed patents and corporate concentration in agriculture. Those are real questions, and they are agricultural and economic rather than nutritional, and separating them out matters, because conflating them makes both harder to discuss.
